TOWN OF KILDARE
SUMMARY OF PLAN COMMISSION MEETING
September 5, 2007

Present:  Members Thomas Guyse, Dennis Franek, Patti Thompson, Penny Arens, and Beth Onofrio and 2 citizens

  1. Call to order at 6:05 p.m. in the Kildare Town Hall by Chairman Guyse.
     

  2. Public Comments: Dale Ganske wanted to know what the status of the moratorium was – Chairperson Guyse said the moratorium had expired in August. Beth Onofrio read four e-mails that she had received concerning the Community Participation Plan Meeting. The e-mails agreed with the consensus that had been reached at the meeting on September 1, 2007.
     

  3. Minutes of August 22, 2007 Meeting: Motion made by Thompson to accept minutes as presented, second by Onofrio; carried by voice vote of 5 ayes.
     

  4. Review Revisions Made to August 22, 2007 Draft Copy of Kildare Comprehensive Plan. Keys for some of the maps are still needed and some of the verbiage needed to be changed in the wetlands and woodlands section.
     

  5. Evaluate  Information from the Community Participation Plan: Thirty-six citizens and four members of the Plan Commission attended this meeting. The Plan Commission members were pleased to see so many in attendance. Linda Winterstein gave the Plan Commission members a five page report on the Town of Kildare visioning exercise results from the September 1st meeting. This report will also be posted on the town website. A consensus on the following words and phrases were incorporated into a first draft Vision Statement for Town of Kildare: rural, people, sense of community, great access (transportation), quiet, small town atmosphere, low pollution, green space, privacy, recreation & wildlife, farmland, security, clean water/lots of water, air quality, controlled growth, industrial/residential balance, and good schools. The only item not included is good schools because the town has no jurisdiction over this. The first draft copy reads as follows: “The Town of Kildare offers a safe, quiet, and rural environment with a strong sense of community aided by easy access to major highways, which encourages a mix of seasonal and full time residents. The Town strives to provide a clean environment by protecting and conserving valuable natural resources while maintaining a balance among economic, recreational, agricultural, and residential growth.” The Plan Commission stressed that this is only the first draft copy.
     

  6. Next meeting is on September 26, 2007 at 6:00 p.m.

  7. Motion by Franek to adjourn, second by Arens; carried by voice vote of 5 ayes. Meeting adjourned at 7:45 p.m.
