TOWN PLAN COMMISSION
In 1999 the
Wisconsin legislature passed a law, signed by the governor, which
required all municipalities that regulated land division or land use
by ordinance to adopt a comprehensive plan. The law states that
local governments’ actions and programs affecting land use must be
consistent with a comprehensive plan, otherwise known as the “Smart
Growth” plan. In other words, municipalities that have land
division or land use ordinances are required to prepare such a plan,
which must be completed by January 1, 2010, or their ordinances will
no longer be valid. Section 66.1001 of the Wisconsin Statutes lists
the requirements for the comprehensive plan and, as part of the
process, a plan commission must be established to prepare the plan.
On June 14, 2006, the Town Board adopted
Ordinance No. 24, “An Ordinance Establishing a Plan Commission for
the Town of Kildare, Juneau County, Wisconsin, which provides for a
five-member Plan Commission and includes the Town Chair and Town
Clerk as standing members. Also on June 14, the Town Chairman
appointed three citizen members of the Plan Commission, which were
confirmed by the Town Board. Citizen members’ terms expire in April
of various years so that membership is staggered for continuity.
After their initial appointment, citizen members will be reappointed
for a three-year term. Town officials’ terms expire April of
odd-numbered years, coinciding with their term of office.
