TOWN OF KILDARE
*SUMMARY OF PLAN COMMISSION MEETING
DECEMBER 13, 2006



Present: Chairman Leo Muller, Members Dennis Franek, Patti Thompson, Linda Winterstein, and Thomas Guyse and 7 citizens.

1. Call to order at 8:25 p.m. in the Kildare Town Hall by Chairman Muller.

2. There were no public comments.

3. Motion by Winterstein to approve minutes of the November 8, 2006 meeting; second by Muller; carried by voice vote of 5 ayes.

4. Land Division
- Motion by Guyse to recommend approval of a 5-acre division from Walsh 76.68-acre property along Highway 12/16; second by Muller; carried by voice vote of 4 ayes with 1 recusal by Franek.
- Members to review McKeough Land Company request for variance on lot size for 48.6 acres (parcels 29014973/975/977). Motion by Muller to table decision on the formal recommendation until the January 10, 2007 meeting; second by Franek; carried by voice vote of 5 ayes. (Note: recommendation to be provided to the town board prior to the public hearing scheduled for January 11, 2007 at 7:00 p.m.)
- Motion by Winterstein to authorize Plan Commission Chairman, on behalf of the members, to review survey maps/plats received from JC Zoning and provide recommendation to the Town Chair; second by Guyse; carried by voice vote of 5 ayes.

5. Comprehensive Plan
- Muller reported that 101 responses were received out of 374 community surveys mailed—a 27% return rate. Majority of respondents want to keep the land and town the same—a rural area. Members to review results and discuss at January meeting.
- Muller contacted Michael Agnew of the NCWRPC regarding how to slow down development and growth until the comprehensive plan is completed. Agnew suggested the commission recommend to the town board a land division moratorium on big developments until the plan was completed, but he did not provide any further information on what would be considered a big development. Winterstein to discuss with town attorney and report at the January meeting.
- Franek presented JC Land Information Office quote on preparing aerial maps, which is $120 for 12 maps; NCWRPC charges $2500. Motion by Winterstein to contract with JC LIO for aerial mapping; second by Franek; carried by voice vote of 5 ayes. Franek to contact JC LIO and obtain a formal, signed agreement.
- Thompson presented information taken from the internet on demographic and other data. Members agreed the commission could obtain all information needed rather than hiring NCWRPC to do so at a cost of $1500. Members reviewed and agreed upon list of demographic and other data to be included in the plan.

6. January Agenda Items
- McKeough Land Company request for variance
- Land division moratorium
- Formal agreement with JC LIO on aerial mapping
- Community survey results

7. Motion by Thompson to adjourn; second by Muller; meeting adjourned at 10:20 p.m.
