TOWN OF KILDARE
REGULAR TOWN BOARD MEETING
KILDARE TOWN HALL
December 9, 2009
Present: Chairman Dennis Franek; Supervisor Dave Singer, Treasurer Patty Schluter; Clerk Beth Onofrio and 3 citizens. Absent: Supervisor Leo Schneider.
The meeting was called to order by Chairman Franek at 7:05 P.M. in the Kildare Town Hall.
The minutes of the November 11, 2009 Regular Town Board Meeting were read by the clerk. Motion by Singer to approve the minutes as read, second by Franek; carried by a voice vote of 2 ayes.
Treasurer's report was given by Schluter. Checking Account balance is $134,248.72; Savings -$35.92; Certificate of Deposit -$41,616.53; Contingency Fund -$5046.64. There were no corrections. Motion by Singer to enter the Treasurer's Report into the official minutes; second by Franek; carried by a voice vote of 2 ayes.
Clerk’s Report:
The Clerk handed out information regarding the Dept. of Revenue’s
proposed bill transferring control of property assessment to the county. Action
on the Board of Review vs. Ho-Chunk Nation has been delayed by Judge Roemer for
another 90 days.
Public Comments: Eric Lewandowski and his father appeared to answer
complaints of his using the garage as a residence. Eric stated that if it is
late, he occasionally sleeps there instead of driving to his home in Deerfield
and that he does leave a vehicle parked at the property. He also has motion
sensors on the lights, which might give the appearance of a person staying
there.
Business:
A)
Motion by Franek to approve a resolution appointing election
workers for the 2010-2011 term; second by Singer; carried by a voice vote of 2
ayes.
B)
Motion by Franek to create an Ordinance Review Committee
comprised of 5 residents to review current town ordinances for clarity and
determine that they work to advance the goals of the Kildare Comprehensive Plan.
Members: Dave Singer, Tom Guyse, Patti Thompson, Penny Arens and Beth Onofrio.
The motion was seconded by Singer; carried by a voice vote of 2 ayes.
Responsibilities and duties to be discussed at a meeting later this month. Rate
of pay is to be $25 per session.
C) The role of town supervisors in the investigation of building use complaints was discussed. The clerk will contact the town attorney regarding the legal aspects of inspecting private property.
Permit Applications: A building permit for a storage shed for Lawrence Dzioba on Cty Rd HH and a driveway application for Neil Michael for Lot 6 Buffalo Trail. Motion to approve for Dzioba and conditional approval of the Michael driveway by Singer; second by Franek; carried by a voice vote of 2 ayes. The driveway contractor will be notified that the driveway width must be 20 ft, not the 16 ft stated on the application.
Motion by Franek to pay all bills on the table; second by Singer; carried by a voice vote of 2 ayes.
Items for the January agenda: Legal rights of town officials to inspect private property.
Motion by Singer to adjourn; second by Franek carried by a voice vote of 2 ayes.
