The meeting was called to order by Chairman Franek at 7:20
P.M. in the Kildare Town Hall.
A motion by Dennis Franek to advance
Business Item A - the discussion/ decision of the Franke Rd ditch project in the
agenda, second by Schneider, carried by a voice vote of 3 ayes.
A.
Brian Goeffert of JC Land & Water Resources
Department presented options available to the town for restoring the ditch grade
and depth to acceptable levels on Franke Rd along the Langer property.
In order to receive funding through the DNR Dell
Creek Watershed project, all paperwork must be submitted on Friday, November 13th.
After discussion, a motion by Franek to restore the
ditch to original pitch by using the berm available in Langer’s field along with
additional fill for an estimated cost of $5200, second by Singer, carried by a
voice vote of 3 ayes.
DNR assistance should cover 70% of the cost.
The minutes of the October 14, 2009 Regular Town Board
Meeting were read by the clerk. Motion by Singer to approve the minutes as read,
second by Schneider; carried by a voice vote of 3 ayes.
Treasurer's report was given by Schluter. Checking Account
balance is $131,378.16; Savings -$5.00; Certificate of Deposit -$41,616.53;
Contingency Fund -$5000. There were no corrections. Motion by Schneider to enter
the Treasurer's Report into the official minutes; second by Singer; carried by a
voice vote of 3 ayes.
Reports:
Clerk’s Report:
The Dept of Commerce issued a permit
to Crockett’s Resort to replace main drains in outdoor pools.
Forest Tax Law Master Files are available for board
member review.
Supervisors' Reports:
Dave Singer: Reported that he is still
investigating costs associated with replacement of ATV signs on town roads. He
attended the regional WTA meeting 10/27/09; topics discussed were the Fort McCoy
expansion, early voting, and new requirements for town street signs.
He also attended the WTA seminar on Farmland
Preservation; providing copies of the materials to other board members.
He will create a short summary of points of
interest to Kildare property owners to be included in the annual newsletter.
Dennis Franek: Attended the annual TRIP meeting.
The TRIP budget is $141,000 for this cycle and 14
applications for projects were submitted.
Since we received funding in the last cycle, it
seems unlikely that we will receive any this time.
A different tactic will need to be employed to
accomplish needed repairs to McMahon Rd.

Motion by Franek to adopt
the proposed 2010 Town Budget; second by Singer; carried by a voice vote of 3
ayes
C)
Board
members discussed various sites on town roads needing additional caution signs.
Franek presented a map of location recommendations
for curve or dead end signs.
Required signs and materials will be purchased
through the County out of the highway budget.
There were no permit applications.
Supervisor Singer expressed concern that a garage
recently built by Eric Lewandowski
at W2034 Cty Rd N is being used as a residence.
Building Inspector Wally Hoehn and Chairman Franek
have both observed the site and see no evidence of habitation but will keep an
eye on it.
Motion by Schneider to pay all bills on the table; second by
Franek; carried by a voice vote of 3 ayes.
Items for the December agenda:
Appointment of 2010-2011 election officials,
creation of an ordinance review committee.
Motion by Franek to adjourn; second by Singer; carried by a
voice vote of 3 ayes. Meeting adjourned at 8:09 p.m.
