Present: Chairman Dennis Franek; Supervisors Leo Schneider and Dave Singer; Treasurer Patty Schluter; Clerk Beth Onofrio, and 3 citizens.
The meeting was called to order by Chairman Franek at 7:02 P.M. in the Kildare Town Hall.
The minutes of the August 12, 2009 Regular Town Board Meeting were read by the clerk. Motion by Schneider to approve the minutes as read, second by Singer; carried by a voice vote of 3 ayes.
Treasurer's report was given by Schluter. Checking Account balance is $172,214.10; Savings -$5.00; Certificate of Deposit -$41,616.53; Contingency Fund -$5000. There were no corrections. Motion by Schneider to enter the Treasurer's Report into the official minutes; second by Singer; carried by a voice vote of 3 ayes.
Reports:
Ambulance Report: There was no ambulance report.
Clerk’s Report: The Clerk shared information about Comprehensive Plan draft copies and meetings for the towns of Lyndon and Marion and another Open House for Juneau County.
Supervisors' Reports:
Dave Singer: Reported that Frontier Communications would be
taking over Verizon’s rural accounts in the 3rd quarter of 2010.
Also, he received a reply from Senator Schultz agreeing that the new budget’s
increased tipping fees were unwarranted and admitted that they are intended to
fund unrelated State programs. Broadband stimulus information is not yet
available. Singer has also been in communication with Greg Lowe of JC Land &
Water Management regarding the ditches on Franke Rd. They are part of the Dell
Creek Watershed Project and since they are too deep and in violation, funding
assistance of 70% should be available to the town with the other 30% charged to
property owner Langer.
Dennis
Franek: Reported that various potholes in town roads will be filled very soon
and he will check into fixing the sinkhole at the side of the road near 26th
& 59th St.
Public Comments:
Penny Arens noted that there are locust trees on 59th obscuring the
traffic signs; Franek will check it.
Russell Blankenheim apologized for airing “his dirty laundry” in his Letters to
the Editor, and further explained his frustrations by recounting the handling of
past political decisions with which he disagrees.
Business:
A)
The proposed
amendment to Ord. No. 19 banning the use of semi-trailers/shipping containers as
an accessory building, storage building or living unit, was read aloud. Motion
by Singer to adopt the amendment; second by Schneider; carried by a roll call
vote of 3 ayes. The clerk will post/publish notice of the amendment as
required.
B)
An
Operator’s License application was presented for Michael S. Johnston. Motion by
Schneider to approve the application; second by Franek; carried by a voice vote
of 3 ayes.
C)
Chairman
Franek discussed the ATV signage problem with Deanna Senzig and noted that signs
are being replaced. There were no other ATV complaints reported this month.
D) Supervisor Singer complained that trees encroaching on power lines which were trimmed back by Oakdale Electric are unsightly. Discussion indicated that Oakdale has the right to clear 15 ft. from the power lines and that the town has no jurisdiction unless they are in the town’s right of way. Property owners are free to re-trim or remove the trees if they wish.
Building Permit applications were submitted by Creative Construction (for Darrell Schultz) for a log home on Lot 13 of Wisconsin River Highlands and Jozef Omylak for a garage on 58th Street. Motion by Schneider to approve all applications; second by Franek; carried by a voice vote of 3 ayes.
Motion by Schneider to pay all bills on the table; second by Franek; carried by a voice vote of 3 ayes.
Items for the October agenda: ATV Ordinance review and renewal; Farmland Preservation seminar; set date for budget workshop.
Motion by Schneider to adjourn; second by Singer; carried by a voice vote of 3 ayes. Meeting adjourned at 8:15 p.m.
