Present:  Chairman Dennis Franek; Supervisors Leo Schneider and Dave Singer; Treasurer Patty Schluter; Clerk Beth Onofrio, 4 citizens: Linda & Bill Winterstein, Dan Lapp, and Penny Aren

  1. The 2009 Board of Review was re-convened at 7:04 p.m. by Chairman Dennis Franek.
  2. The assessment roll has been completed. Open Book is scheduled for Monday, July 27, 2009 from noon to 2:00 p.m.  Board of Review will be held Tuesday, August 11, 2009 from 4:00-6:00 p.m. These dates have been posted and will be noticed in the JC Messenger.
  3. Motion by Leo Schneider to adjourn until August 11, 2009 at 4:00 p.m.; second by Dave Singer; carried by a voice vote of 3.
  4. Meeting was adjourned at 7:05 p.m.

Present:  Chairman Dennis Franek; Supervisors Leo Schneider and Dave Singer; Treasurer Patty Schluter; Clerk Beth Onofrio, 4 citizens: Linda & Bill Winterstein, Dan Lapp, and Penny Aren
 

  1. The meeting was called to order by Chairman Franek at 7:05 P.M. in the Kildare Town Hall.
     
  1. Written minutes of the June 10, 2009 Regular Town Board Meeting were provided by the clerk. One name spelling correction was presented. Motion by Schneider to approve the minutes as corrected, second by Franek; carried by a voice vote of 3 ayes.
     
  2. Treasurer’s report was given by Schluter. Checking Account balance is $109,813.13; Savings - $5.00; Certificate of Deposit - $41,616.53; Contingency Fund - $5000. There were no corrections. Motion by Schneider to enter the Treasurer’s Report into the official minutes; second by Singer; carried by a voice vote of 3 ayes. 
     
  3. Reports:
    Clerk’s Report:
    Juneau County’s second Comprehensive Plan Open House will be held on July 16.  Information is posted at the town hall and online.
    A negative letter to the editor of the JC Messenger from Russ Blankenheim re: the June 10th meeting and the town’s comprehensive plan was discussed.  It was decided that the clerk should reply with a letter to the editor citing the official version of events at the June 10th meeting and explain that Kildare has no zoning and plans none in the future, contrary to Mr. Blankenheim’s opinion.
    Ambulance Report:  Dan Lapp attended the June meeting; there were 4 ambulance calls for Kildare; and contractors have been hired for the new building.
    Supervisors’ Reports:
    Dave Singer reported that the Governor’s Property Tax increase has passed and will be part of the new budget.
    Dennis Franek reported that the black lettering on some town street signs that face west is faded and hard to read.  He requested board members’ help in touching up the black paint to improve visibility
    It was noted that some fire sign posts are out of position or bent.  Dan Lapp has been assigned to inspect and repair problem signs.
     
  4. Public Comments: Dan Lapp reported that the replacement posts for the ATV signs are still stored at his home.  Penny Arens complained that ATVs are exceeding the State speed limit along 59th Street and wondered if speed limit signs should be posted.  It was noted that there have been more complaints than usual about ATVs using town roads and that the town could be liable in case of ATV accidents caused by riders who ignore state ATV rules.  Chairman Franek will contact Sheriff Olsen to see if more enforcement is possible.  It was suggested that the Board check out ATV ordinances from other towns for enforcement policies.

Business:
A)  After considering possible changes in the Building Permit method of approval, it was decided to re-affirm the current method. The Town Board will continue to review applications at the monthly town board meetings.

B)  The Clerk will contact Clark Disposal re: the possibility of having a “tag” cleanup to dispose of large or bulky recyclable  items.

C)  After review of Supervisor Singer’s draft proposal of an ordinance banning the use of semi-trailers/shipping containers as an accessory building, storage building or living unit, it was suggested that Ord. #19 (Nuisance) be amended to include this item.  The clerk will make revisions and submit a draft copy to our attorney.

D) Angel LaBoy, owner of Lemonweir Campsites, submitted an application renewal.  There are delinquent taxes on the property which according to Ord. #15 must be paid before a permit can be issued.  Mr. LaBoy has promised to pay the property taxes by Friday, July 10.  Motion by Franek for conditional approval of a campground license for Lemonweir Campsites pending receipt of back taxes by close of business July 10, 2009; second by Schneider; carried by a voice vote of 3 ayes.

  1. A building permit application was submitted by Dennis Pomeroy for a garage on Riverview Ridge Rd.  Motion by Franek  to conditionally approve the application pending receipt of  a $125 permit fee; second by Schneider; carried by a voice vote of 3 ayes.
     
  1. Motion by Franek to pay all bills on the table; second by Schneider; carried by a voice vote of 3 ayes.
     
  2. Items for the August agenda: recycling update, ATV followup
     
  3. Motion by Schneider to adjourn; second by Franek; carried by a voice vote of 3 ayes. Meeting adjourned at 8:15 p.m.
