Present:
Chairman Dennis Franek; Supervisors Leo Schneider and Dave Singer; Treasurer
Patty Schluter; Clerk Beth Onofrio and 10 citizens. OtherS present: Kevin
Schmitz and Kyle Gibbens/Scott Construction
- The meeting was called
to order by Chairman Franek at 7:56 P.M. in the Kildare Town Hall.
- Minutes of the March
11, 2009 Regular Town Board Meeting were read by the clerk. Motion by
Schneider to approve the minutes as read, second by Singer; carried by a
voice vote of 3 ayes.
- Treasurer’s report was
given by Schluter. Checking Account - $57,746.84; There were no
corrections. Motion by Schneider to enter the Treasurer’s Report into the
official minutes; second by Franek; carried by a voice vote of 3 ayes.
- Clerk’s Report: 1) A
letter was sent to Chuck Chasas,, Jr. requesting an update on the cleanup at
Chuck’s Auto Sales; 2) Town Attorney Hollenbeck will participate in a Status
Conference on April 29th re: Ho-Chunk vs. Kildare Board of
Review; 3) The town will receive a recycling grant in 2009; 4) The Broadband
for Kildare petition will be submitted to the Wisconsin Public Service
Department with 103 signatures.
- Ambulance Report: Dan
Lapp reported on the Mauston Ambulance Association meeting on March 17.
- Public Comments: 1)
Chuck Chasas, Jr. reported that he will not be operating the business
Chuck’s Auto Sales, but is still working on clearing the junk cars; 2) Bill
Winterstein submitted his thoughts on hiring non-supervisor personnel to do
the manual labor on roads and other town projects. He feels that the
established procedure prevents qualified citizens from running for office
who are unable or unwilling to perform that labor. It was suggested that a
Town Supervisor job description be created and published. Jim Hagen
questioned the current pay rate for supervisors performing manual labor—it
is $15/hour (with transportation and equipment included in that amount); 3)
Dave Singer reported that NOAA weather radios will be available from the
Juneau County Emergency Management Department at a cost of $25 for County
residents – call 847-9393 for information.
- Business:
A.) Plan Commission members were appointed for another term: Tom Guyse for
three years, Beth Onofrio and Dennis Franek during their term of office.
Motion by Schneider to pass the resolution appointing these members; second
by Singer; carried by a voice vote of 3 ayes.
B.)Sealed bids for town road maintenance were submitted by Fahrner Asphalt
and Scott Construction. After reading and comparing bid amounts, a motion
by Franek to award the 2009 local road maintenance contract to Scott
Construction; second by Schneider; carried by a voice vote of 3 ayes.
- Permit applications
were submitted by Roger Rolli for a garage addition on 56th St.,
Bill Spencer for a deck on 58th St., Gaylord Hodgson for a garage
on 58th St, and Tom Guyse for a fire number on 59th
St. Motion by Schneider to approve all permits as submitted; second by
Singer; carried by a voice vote of 3 ayes.
- Motion by Schneider to
pay all bills on the table; second by Singer; carried by a voice vote of 3
ayes.
- Items for the May
agenda: Town Road Cleanup-May 16
- Motion by Schneider to
adjourn; second by Singer; carried by a voice vote of 3 ayes. Meeting
adjourned at 9:25 p.m.
