Voter Registration: State law requires that all voters must be registered.Contact the clerk to obtain a registration form. A valid photo ID and proof of residence are required. Absentee Ballots: Contact the clerk to obtain a request for absentee ballot form. Please allow sufficient time for mailing the request to the clerk and having absentee ballot mailed and returned prior to poll closing. If time does not allow mailing, individuals can complete an absentee ballot request, as well as cast the absentee ballot, in the clerk’s office. Property Taxes Property tax bills were mailed in December. This bill is for 2007 property taxes which are payable in 2008. The first installment is due January 31, 2008. Checks should be mailed to the town treasurer or may be paid in person at the Bank of Mauston (Lyndon Station Branch) on Friday, January 25th from 4:00-6:00 p.m.. The treasurer will accept cash payments ONLY at the bank. The second installment should be mailed or paid in person to the Juneau County Treasurer on or before July 31, 2008. 2008 Revaluation All municipalities are required by State law to be sure that assessed property values are 90% of fair market value. As of 2006, most of Kildare’s properties were at less than 70%. The town’s last revaluation was in 2002. Unless you have purchased or improved your property since 2002, your assessed property value has not changed in 5 years.
A message from the
assessor was included with your tax bill to help explain the
revaluation process. If you have any questions, please contact the
town assessor, Patrick Hart at Burning Regulations A burn permit is required in Kildare for any fire other than a campfire used for heating/cooking. This includes burn barrels. Permits are available at no fee from Miller’s General Store in Lyndon Station. Fires are permitted ONLY between 6 p.m. and midnight and permits are valid for three days. No burning is allowed on Sundays/holidays. Call the Sheriff’s Office (number is on the permit) before starting and after extinguishing your fire. Additional regulations are included on the permit. Remember, you are responsible for any damage caused by your fire. BURN SAFELY! Construction and Diggers HotlineDiggers Hotline is Wisconsin’s one-call center. As a landowner, if you plan to dig or excavate for any reason the law requires that you call Diggers Hotline first. If you hire a contractor, the contractor is responsible for making the call. After contacting Diggers Hotline, the legal start date and time will be 3 working days after your request is processed by the call center. You are not authorized to begin digging until the authorized start date that has been given by Diggers Hotline. Diggers Hotline’s toll-free number is 1-800-242-8511 (within Wisconsin) or 1-800-922-6576 (out of state). Requests can also be emailed at www.diggershotline.com . Trash/Recycling Collection Trash collection is every Monday and recyclables are collected the fourth Monday of the month. If Monday is a major holiday, collection will occur the next day. If your trash/recyclables are not picked up, contact Clark Disposal at 608-847-6734. To obtain a list of items that can be recycled, visit the town website or contact the clerk. Regular pick-ups are for weekly household trash and there is a limit of six bags per household. DO NOT leave mattresses, appliances, construction materials and other large items for regular pick-up; contact Clark Disposal to arrange for a special pick-up of these items. ATVsOrdinance No. 17(b) allows ATVs to travel on all town roads with the exception of dead-end roads, cul-de-sacs, and Town Line Road. Remember — County Roads HH, J, N and snowmobile trails are not open to ATVs. Speed Limits: State law requires 10 mph within 100 feet of residences/driveways/pedestrians/horses, etc., and 45 miles per hour if not posted otherwise. Town Plan CommissionIn 1999 the Wisconsin legislature passed a law, signed by the governor, which required all municipalities that regulated land division/land use by ordinance to adopt a “Smart Growth” or comprehensive plan by January 1, 2010, or their ordinances will no longer be valid. In 2006, the Town Board established a five-member Plan Commission which includes three citizen members, the town chair and the town clerk. Current members are Thomas Guyse, Chairman; Penny Arens, Secretary; Patti Thompson; Dennis Franek, Town Chairman; Beth Onofrio, Town Clerk. The Plan Commission has been working hard since 2006 gathering the statistics and information required to form a plan for Kildare’s future. Residents and property owners were invited to a Community Meeting on September 1, 2007. Over 40 people gathered to offer ideas, concerns and their visions of what the Town of Kildare will be like in 20 years. The results of this visioning process can be found in the Plan Commission section of the town website. The Commission is using this and other information to form Kildare’s comprehensive plan. It is expected that a draft version of the plan will be available to the public in Spring 2008. Plan Commission meetings are open to the public. Agendas and summaries of meetings are posted and online. Snow RemovalThe town contracts with the county highway department for snow removal. The best possible service will be provided on town roads, but please drive with caution and slow down. To prevent snowplow damage, please be sure there is nothing in the town right-of-way (33 feet from the road’s centerline). Mailboxes along roadways MUST have a break-away post—a 4x4 with holes in it for easier breakage. Juneau County statutes state that no concrete structures are allowed in the right-of-way. Please contact Town Chair, Dennis Franek with any snowplowing questions or problems. 2008 Town Budget/LevyThe 2008 town budget and town levy were approved on November 14, 2007, after a public budget hearing on that same date. The overall 2008 budget is $313,045, as compared to the 2007 amended budget of $358,667. The town levy for 2007 (payable in 2008) remained at $125,000. The town’s total valuation increased from $47,449,790 to $48,218,400 and the town mil rate will be $2.54 as compared to $2.63 last year. If you wish to review a copy of the 2008 budget, it is posted on the Kildare Town Hall bulletin board and the town website or you may contact the clerk for a copy. The following is a
comparison breakdown of the $1,337,036.12 tax levy to Kildare payable
in 2008, excluding the school property tax credit of $108,628.18 and
individual lottery credit.

Building Permits: Starting in 2008, ALL structures, regardless of size, require a building permit and fire sign. The fee is waived for structures/yard sheds less than 80 sq. ft. Failure to obtain a permit prior to construction will result in a higher fee in lieu of the standard fee ($200 minimum/$1000 maximum). Contact the town building inspector (Walter Hoehn, 608-666-2111) before beginning construction. Driveways: Driveway permits are required if installing a driveway without erecting a structure. All driveways require a culvert (minimum: 12-inch diameter; 30-foot long), unless the town board grants an exception, and driveways must be a minimum of 20 feet wide at the culvert. It is particularly important that the 20-foot width and overhead clearance be maintained—that 911 call may be for you or your property! Fire Signs: All structures require a fire sign, including occasional use campers/trailers/hunting shacks. Fires signs must be installed within the town right-of-way and cannot be moved; they cannot be nailed to trees, houses or placed in other locations on private property. Please do not tamper with or move the sign; it will be reinstalled at the owner’s expense. Property owners are responsible for making sure brush, tall weeds, dirt or snow do not obscure the fire number so that emergency responders can locate the property quickly.
